Pierrefonds warns homeowners to fix their winter car shelters or else face fines

The borough of Pierrefonds-Roxboro is getting tough with people who put up winter shelters — or so-called tempos — that do not conform with local bylaws.

Last week, the borough issued more than 400 notices to homeowners warning them that tempos on their property were illegal and that they must be fixed in 10 days.

The punishment is a fine of up to $146.

A borough bylaw adopted in 2010 stipulates that tempos must end at least 2.5 metres from the roadway or one metre from the sidewalk and that they cannot be taller than three metres high.

“This is really for snow-clearing operations,” Bassam Chaarani, a borough spokesperson said.

The borough’s new get-tough approach follows a study by the urban planning department that found 42 per cent of the 2,226 temporary car shelters erected in the territory in 2011 were illegal.

Chaarani said the study determined about 78 per cent of the non-conforming shelters were too close to the street or sidewalk, a potential problem for passing snow plows.

Although, the 2010 bylaw requires shelters to be white in colour, borough officials said non-white shelters purchased before the new rules will be tolerated until they are replaced.

“We know who has what,” Chaarani said, noting shelter colours were part of the survey.

Pierrefonds-Roxboro is one of the few places in the West Island where temporary shelters are allowed. They can be erected as early as Nov. 1 and remain up until April 15.

The temporary shelters remain banned in Pointe-Claire, Beaconsfield and Baie-d’Urfé, among other municipalities.
